Law Enforcement Experience
Town of Pacolet Police Department
Served as Chief of Police for a thriving community in one of the fastest growing regions in the country. I took over a police department that had all of their officers resign from the agency all at once and had suffered through multiple public scandals and leadership changes. I was hired to fix these problems and was tasked with re-staffing an entire police force, repairing a relationship with the community that had been fundamentally gutted, bringing the agency into compliance with a multitude of law enforcement standards, and creating a culture of customer service-based policing. I have collaborated closely with town officials, community leaders, residents, and local businesses to address public safety concerns, formulate crime prevention and response strategies, and create effective emergency response plans. I led a team of dedicated officers, overseeing their professional development through training programs, performance evaluations, and mentorship, resulting in increased morale and a cohesive work environment. I successfully overhauled and managed the department's budget, optimizing resource allocation and prioritizing investments in appropriate training, equipment, and technology to enhance operational efficiency, community value and officer safety. I accomplished a complete overhaul of the hiring process to include modern standards for qualifications and evaluation. Created and implemented an effective recruiting program and a step-based compensation policy. Developed and implemented comprehensive policies and procedures to ensure adherence to local, state, and federal laws, as well as criminal justice academy requirements and best practices. I wrote or collaborated in the writing of new town ordinances for multiple topics. Established and nurtured partnerships with neighboring law enforcement agencies, fostering information sharing, collaborative investigations, and joint efforts in addressing regional crime issues. Created the first community policing strategies and outreach programs this agency has ever implemented. Proactively engaged with community organizations, schools, and civic groups to educate residents about crime prevention strategies, drug awareness, and the importance of community involvement in maintaining public safety. I have maintained a professional and approachable demeanor, effectively communicating with individuals from diverse backgrounds, rebuilding the town’s trust in their police force, and promoting engagement and cooperation between the police department and the community. Since being appointed Chief of Police I have lowered overall reported crime statistics for this Town 77% while also lowering reported drug crime 74%.
USC Upstate Department of Public Safety
Served as a team leader and instructor for a large university public safety agency. Performed roles as an investigator, training coordinator, driving instructor, defensive tactics instructor, active shooter instructor, firearms instructor, patrol rifle instructor and SPEAR instructor. Provided police services and community outreach to a significantly diverse population of residents and visitors.
Horry County Police Department
Served as a Patrol Officer, Corporal, Detective, Sergeant and Division Commander for a large county sized law enforcement agency. Responsibilities included reviewing all reports of crime from civilian and law enforcement entities and deciding the appropriate personnel to assign cases for investigation and follow up within the CID. Final review of all case files created by Detectives for accuracy and completeness. Coordinated between other outside agencies. Experience conducting supervisor review of investigations, search warrants, affidavits, subpoenas, and external communications. Conducted planning and implementation of operations relating to investigation and arrest. Patrol watch commander. Oversight of scheduling, staffing, equipment, promotional processes, and budgeting. Created in depth training courses for both civilian and law enforcement personnel. Commander of a 30+ officer multi-divisional burglary task force. Extensive experience developing and reviewing policy for certification. Developed initial and operational protocol for implementation of digital records management. Special operations team commander. Lead defensive tactics and officer survival instructor. Emergency Vehicle Driving Instructor. SPEAR Instructor.
Horry Georgetown Technical College
Professor and adjunct instructor covering advanced constable instruction for certification as mandated by the South Carolina Criminal Justice Academy. Course topics included defensive tactics, domestic violence, arrest procedures, patrol procedures, juvenile enforcement, vulnerable adults, use of force, ethics, and generalized investigative procedure.
United States Department of Defense
Served as a sworn DOD police officer. Tasked with all general law enforcement and investigative responsibilities on several military bases within the continental United States. Emergency Response Team member, field training officer, tactics instructor.
